The Home Renovation Savings Program (HRSP) launched January 28, 2025, replacing Ontario's previous HER+ program. It is delivered by Enbridge Gas and Save on Energy (IESO) with support from the Government of Ontario. The program is not income-tested — your heating type and upgrade path determine your rebate amounts.

Two paths — where most rejections start

HRSP offers a single upgrade path (no EnerGuide audit) and a bundled path (pre- and post-retrofit assessment, minimum two upgrades). Choosing the wrong path — or starting work in the wrong order — is the most common reason rebates get denied.

  • Single upgrade: heat pump, solar, smart thermostat, or standalone attic insulation — no pre-retrofit audit
  • Bundled upgrade: insulation, windows, air sealing, heat pump water heater — requires EnerGuide audit before any work starts
Bundled path rule: Do not start any renovation work before your pre-retrofit EnerGuide assessment. Starting early disqualifies you from all bundled rebates.

Heat pump rates vary by heating source: Enbridge gas homes receive $500/ton (max $2,000) for air-source units; non-gas homes receive $1,250/ton (max $7,500). Always confirm current amounts at homerenovationsavings.ca.

Who is eligible

  • Own a detached, semi-detached, townhome, row house, or mobile home on a permanent foundation in Ontario
  • Home occupied for at least 6 months
  • Heated by Enbridge natural gas, electricity, oil, propane, or wood
  • Have not already received Greener Homes Grant or HER+ rebates for the same measure

Generally not eligible: condos, apartments, stacked townhomes, new builds, and Cornwall Electric customers (unless on Enbridge Gas). Confirm property type on the official program site before signing a contract.

Common rejection reasons

  • Starting work before the pre-retrofit assessment (bundled path)
  • Selecting only one upgrade on the bundled path (minimum two required)
  • Heat pump not on Natural Resources Canada's qualified products list
  • Windows or doors not ENERGY STAR certified (bundled path)
  • Missing invoices, model numbers, or serial numbers in documentation
  • Post-retrofit assessment not completed within 180 days of pre-assessment
  • Contractor not registered as a participating HRSP contractor
